中国人叫这个做“口惠而实不至”，英文则称为lip-service。
按lip-service一词源自十七世纪，本来是指那些上教堂做礼拜(attend service)的人，祈祷时只是嘴唇(lips)微动，机械似的背诵祷文，完全不思考祷文含义。后来，人们就用lip-service一词来说毫无诚意的口惠，往往和pay这个动词连用，例如:Enchanted by the business opportunities the ***ists promise them,the western countries only pay lip-service to the cause of democracy in ***(西方国家被****答应给他们的做生意机会迷住了，只是口头上支持***民主运动)。
